為了達成蔡總統「2025年非核家園」政策目標，行政院今(25)日宣布鼓勵全民屋頂都裝設太陽能板發電，全案預計從明年1月1日起實施，補助費用最高40%。
經濟部表示，將委由能源局推廣「綠能屋頂」設置單一窗口，且是專人專線服務，鼓勵包括公務機關、國營事業、偏鄉部落、一般民眾的社區住宅屋頂、加工出口區、科學園區、各工廠屋頂都裝設太陽能板，甚至「違建樓頂」也可申裝太陽能板，但不代表違建因此合法。
對於全民申裝太陽能板，政府將全額補助規畫費用，和補助最高40%建置費用，且提供參與台電「需量競價」的收入，和補助公民電廠線路與併聯費用最高60萬元，公民電廠「綠能屋頂」每KW設置費用補助50%。
為了讓全國社區都能裝設太陽能板，內政部將修正「公寓大廈管理條例」，降低區分所有權人出席會議和決議人數門檻。
根據能源局規畫，全案將從明年107年1月1日啟動，執行為期3年到109年結束。如果全民踴躍參與，預計將可提前5年，於2020年達成3GW屋頂型太陽能板設置目標，且造成內需擴大，提升台灣經濟成長率。行政院將在一周內提出具體方案。
